The third core of security is to promote global coverage. According to Heinrich's law, the causality of accidents contains at least three elements: one is genetic and social environment; the other is recognizing shortcomings; the third is the unsafe behavior of human beings or the unsafe state of objects. The chain relationship of these factors can be described vividly with dominoes. If the first card falls down, a chain reaction will occur, and the subsequent dominoes will be knocked down one after another; as long as any domino of the causal chain reaction is removed, the chain reaction will be destroyed and the accident process will be terminated. Therefore, Heinrich theory tells people that the core of any unit's safety work is to remove the dominoes in the middle, that is to prevent people's unsafe behavior or eliminate the unsafe state of things, so as to interrupt the process of accident chain and avoid the occurrence of accidents. Although there are various causes for repeated accidents in some units, the common problems are still to draw lessons from them, draw lessons from others, draw inferences from one instance, and plug loopholes. The painful lesson tells us that the best way out is to take the accident cases as a mirror, carefully compare and summarize, find out the short board, and operate according to the prescribed procedures. We should not only draw lessons from the problems of other units, but also extend the investigation of potential accidents to infiltrate all aspects. We should pay attention to politics and prevention at the same time. We should conscientiously implement the rules and regulations formulated by the unit, take practical and feasible preventive measures, and strive to put all kinds of risks under effective control.
